Mr. Chair,
Lithuania appreciates the opportunity to engage constructively on this resolution. However, we view the resolution's primary objective as problematic, which makes it impossible for Lithuania to accept.
We oppose this resolution because we believe it is based on the incorrect premise - that all sanctions are contrary to international law or inherently detrimental to development. This is simply not the case. For instance, EU sanctions are adopted and implemented in response to serious violations of international and human rights law. They intend to put pressure on decision-makers to change their behavior and end violations, rather than 'punishing' any developing state. EU restrictive measures are targeted and do not impose full trade embargoes. They are preventive, reversible and gradual, as well as proportionate, and include a system of exceptions to provide for the basic needs of, or deliver medical treatment to the designated persons, and to deliver humanitarian aid.
They are lawful and proportionate responses to a fundamental threat to international peace and security, not coercive measures against a developing country as the resolution implies. Lithuania rejects any narrative that seeks to obscure this reality. We do not appreciate Russia weaponizing this resolution and portraying itself as a victim of unilateral coercion.
For these reasons, Lithuania voted against this resolution.

Lithuania believes that the implementation of Agenda 2030 and its Sustainable Development Goals is effective and successful when universal principles such as good governance, the rule of law, human rights, fundamental freedoms, and the non-use of force are observed. Sanctions aim to protect these values and maintain peace and international security.
