Statement by the Lithuanian delegation at the Informal Consultations for
the Final Conference on the Arms Trade Treaty

Mr. President,
At the outset, on behalf of the Lithuanian delegation, let me express my appreciation for a transparent way you have been conducting your consultations. We share the vision of the March conference that you have presented in your letters and the Draft Indicative Programme of Work.
While aligning with the statement by the representative of the European Union, let me briefly address a few points of importance to my delegation.
We consider the draft Treaty text of 26 July as a good starting point of our negotiations. At the same time, a number of important issues needs to be addressed:
- In Article 2, the scope of the future treaty should encompass all conventional weapons including ammunition.
- In Articles 3 and 4, the treaty should ensure that transfers would be denied if there is a substantial risk of serious violations of international humanitarian law and human rights. Lithuania also supports norms that would prevent transfers, which are likely to be used to perpetrate acts of gender-based and sexual violence.
- In Article 10, we strongly believe that there is a need for a clear reference that national reports should be made public. The information provided under a treaty that aims to promote transparency should not be kept away from those who often have the best capacity to use it, in particular the academia.
- Last but not least, Mr. President, we attach great importance to agreeing on a Treaty that includes a possibility for regional organizations to sign or accede to it.
Mr. President, let me conclude by reiterating our full support to all your efforts.
